How do I get rid of the extra space between the V Scroll bar and the table displaying the table? This is only happening in IE and not in FireFox by the way ...

I need to add - when I load the page - it's fine. When I go to another tab in the browser - I come back and view this: (hopefully this loads - I don't see a browse for the image to upload.
You can set the HorizontalAlign property to right and that may help some. The gap can also be covered up with some CellSpacing.
