 How can you customize c1truedbgrid with a custom scollbar?

We use OfficeBlue style but still the scroll bar is grey

Unfortunately, this is the default behavior of the control. However, I would discuss this further with our Dev Team to see if this feature can be added in the coming builds. Please understand that I cannot commit whether this suggestion/feature request would be taken into consideration or not.
 
In the mean time you may try using External Scroll Bars (as a workaround). Please refer to the following links that discusses about using custom Scroll Bars:
