I have a sizer grid set as follows
Row 1: Not fixed size
Row 2: Fixed Size and Slider
Row 3: Not fixed size

I would expect/like row 1/3 to resize and row 2 to stay a fixed size
when I use the slide on row 2.

How can I do this?

I suggest you use two rows only, and add the fixed size stuff to the bottom
row, anchored to the top of the row. The project attached shows how this
works. I hope this helps.

3 years later problem remains!!!

I just stepped on the same mine.

Bug is a bug and needs to be addressed!

C1Sizer does not work properly when any other then the last row has property IsFixedSize set to true.

Fixed size rows do not remain fixed. 

Not always programmer has a comfort of swapping "Header" with the "Footer"!
